"Conrads Law": National Student Advocacy Group Drafting Legislation Which Would Require Cameras In Missouri Public Day Care Centers

In an update out of the Los Angeles, California chapter of The Uvalde Foundation For Kids, a 501c3 charity student advocacy and violence prevention nonprofit based out of Texas, officials noted that they are drafting new legislation which would require licensed public daycare facilities throughout Missouri to install camera systems to monitor workers interaction with children placed in their care. The legislation would also require mandated staff training and certification of such in neurodivergent & special needs childcare.

This following the recent death of an Autistic Missouri child, Conrad Ashcraft, found dead this month, after allegedly being subdued by a staff member, including with a weighted blanket so as to get the child, according to reports, "To Sleep." There is no known video footage of the incident, which the foundation is also calling for a criminal investigation and charges against the staff member.

The foundation noted in the release Sunday, the potential challenges to such a legislation, which will also require all licensed daycare staff members to receive ongoing neurodivergent child care training, however, Daniel Chapin, the founder of the nonprofit, noted in a statement included, "The safety and welfare of children placed in these facilities needs to be the priority. Their livelihood usurps privacy issues, which themselves can be addressed effectively within this legislation. It would require the installation of camera systems in the primary areas where children interact with staff members & ongoing monitoring of activities for training and licensing maintenance purposes. Such a mandate further establishes the a trail of accountability and quality assurance for these institutions. And finally through a variety of measures to be found within our proposal, staff members at licensed facilities would be required to maintain monthly training in caring for special needs students."
